     w3.css is small and loads fast. But bootstrap is much better with cross-browser compatibility

3.  w3.css does not trust jQuery, it uses media queries to define the screen size, and it does not need          to be compiled.

4.  W3.css is actually much simpler than Bootstrap for new people to learn. I have moved a site from       Bootstrap 3.2 to w3.css. It took me about 15 hours.

5.  One reason to prioritize w3.css over bootstrap is that you can create more fancy designs using             w3.css and then bootstrap.
